Town Administrator Cody Hatad provided a recap of the Dartmouth Select Board meeting on April 13, 2026. The meeting began with a reorganization following the April 7th election. New member Nathan Silva joined the board, replacing Stanley Mickelson. Heidi Silva Brooks was reappointed as Chair for another year, and Chris O'Neal was appointed as the new Vice Chair, a role previously held by Mickelson. The board made several key appointments. Christopher Rosendis was unanimously re-appointed as a constable for the town. The board also approved a contract for Jennifer Miller to become the new Environmental Affairs Director, replacing Mark Garrett who retired earlier in the year. Miller is expected to start in mid-May. The board reviewed its 2026 goals, which were adopted in late 2025, noting that significant progress has been made on many items. The Select Board Code of Conduct, first adopted in 2021, was also reviewed and unanimously approved for the upcoming year. Under the Town Administrator's update, Hatad announced a $135,000 grant from the Massachusetts Department of Environmental Protection. He also noted that both ballot questions passed in the recent local election. An update on municipal broadband mentioned that a potential new provider, Ripple Fiber, is expected to present to the board in May. The next Select Board meeting is scheduled for April 27th, where a draft warrant for the June 2nd town meeting will be reviewed, with final approval expected on May 11th.

Hello, Dartmouth. Cody Hatad, town administrator here to give you an update on the April 13th select board meeting.
0:12Rather short meeting, so uh this will be pretty quick. The night started with our new select board member, Nathan Silva, having the election um was on April 7th.
0:22Nate Silva joins the board and uh Stanley Mickelson is no longer on the board. So that we started with a reorganization. Uh Heidi Silva Brooks will remain as the chair for another year and vice chair is going to be Chris O'Neal. Previously Stanley Mickelson was the vice chair. Uh we got a new business and a constable appointment occurred.
0:42Christopher Rosendis was unanimously appointed as constable for the town of Dartmouth. Previously served as constable. So the board u moved forward rather quickly with that. We also uh appointed and approved a contract for a new environmental affairs director. Mark Garrett, our former environmental affairs coordinator, uh retired earlier in the year. And so we're very excited to welcome Jennifer Miller, who's our
1:05new environmental affairs director. She comes to us with lots of experience uh throughout Massachusetts in this position uh and also worked on the West Coast for quite some time working in uh similar capacity. So very eager to welcome Jennifer on board. We expect her to start sometime in mid May. We also reviewed our 2026 select board goals.
1:25The board had previously adopted these uh late in 2025. They really set what the expectations are for the community, not just the select board, but what the town administrator works on a daily basis and also what our other departments work towards, their key budget priorities. And so, uh the good news is is we have made a lot of progress with many of the goals. Uh and we still have a lot of work to do. And
1:48so if you want to review the individual goals and and the progress toward each goal, you can tune into the full select board meeting. But overall there there's been a lot of progress um in some goals we are a little ahead of schedule, some we're behind, some we've already accomplished, and some we still have some work to do. So uh eager to continue moving forward with them throughout
2:082026. Uh we also reviewed the select board code of conduct. This was initially brought forward and adopted in 2021 and the select board reviews it every year after the election for any new members uh to review and and sign.
2:21It was unanimously approved by the select board and to uphold the code of conduct going into this coming year.
2:27Under town administrators update, uh we shared several things going on including $135,000 grant through the Massachusetts Department of uh environmental protection. Uh both questions on the ballot did pass at the local election.
2:40We have our citizens academy ongoing and uh under municipal broadband we anticipate having a potential new provider in town ripple fiber in at a future select board meeting sometime in May to give an overall presentation of what their plans are. Uh our next select board meeting will be on April 27th.
2:58During that meeting we'll review a draft of the warrant. Uh and on May 11th the board will be approving their final warrant uh for a town meeting which is on June 2nd. So, we hope to see you then and we'll we'll uh tune in again after the April 27th meeting. Thank you.
